The Yukon Human Rights Commission is hiring a Human Rights Officer to help handle inquiries and complaints and to support efforts to end discrimination in Yukon.
This position supports access to justice by providing accurate information to the public about human rights law, making referrals to other organizations when needed, planning and conducting comprehensive investigations of human rights complaints, and working with team members and community partners on a variety of projects — all while using a trauma-informed approach.
Reporting directly to the Senior Investigator, with supervision from Legal Counsel and the Director, the Human Rights Officer will provide free legal information to the public, carry out investigations of human rights complaints, as well as play a leading role in research, education and rights promotion activities.
The Commission is a small and impactful organization created in 1987 to promote equality and diversity through research, education, and enforcement of the Yukon Human Rights Act (the “Act”). The Commission is independent from all levels of government. Its work follows the laws set out in the Act and the Yukon Human Rights Regulations.
Principal Duties and Responsibilities:
- Provide accurate information to the public about human rights law in Yukon and Canada, the Yukon Human Rights Act, other relevant laws and policies, and the Commission’s programs and services.
- Meet with members of the public to learn about their concerns, assess whether they relate to the Yukon Human Rights Act, assist with the submission complaints if needed, and make referrals to other agencies or organizations as appropriate.
- Plan and carry out thorough investigations of complaints accepted by the Director and write investigation reports with analysis and recommendations for Commission Members to consider when making decisions.
- Provide collaborative support for the Commission’s research and public education mandate through research, writing, and participation in public outreach and events, as directed. Occasional travel may be required.
- Maintain current knowledge of best practices in investigative and interview techniques, dispute resolution, and legal and general research skills. Be prepared to upgrade skills on an ongoing basis as directed.
- Conduct legal, social science, and general research, and prepare documents such as legal memoranda, plain language materials, fact sheets, and investigation reports, as required.
- Maintain a professional standard of investigative practices, as well as file management practices, at all times.
- Prepare quarterly, annual, and ad hoc statistical and summary reports of all intake, investigation, and settlement files.
- Report regularly to management regarding operational issues and support ongoing operational planning.
- Demonstrate a commitment to ongoing professional development in human rights law, investigation practices, dispute resolution skills, and other relevant areas. Some Commission-sponsored training opportunities may require occasional travel.
